The 11th Conference of the Parties to the Convention (COP-11) was held in Montreal, Canada, from November 28 to December 9, 2005. For the first time, this UN Climate Change Conference provided the venue for the First Meeting of the Parties to the Kyoto Protocol (MOP-1), so formally two events were held in Montreal in parallel: COP-11 and COP/MOP-1.

The Conference adopted the Marrakesh Accords, which define mechanisms for the application of a number of provisions of the Kyoto Protocol, established a working group to immediately begin discussions on the provisions of the next period of the protocol, and decided (the Montreal Mandate) to begin negotiations on the future obligations of the parties.

Next to me is Pavlo Ignatenko, one of the best, in my opinion (both in terms of professionalism and human qualities), ministers in the government of Ukraine with whom I have had the good fortune to work.

Behind us is a fragment of the Berlin Wall, which once divided the western and eastern parts of Berlin, thus separating West Berlin from the territory of the GDR. This fragment of wall, covered with graffiti, was brought from Berlin to Montreal and erected as a monument for future generations.
